Leslie Kirwan serves as Secretary of Administration and Finance (A&F) for the Commonwealth of Massachusetts – the first woman to serve as the state’s budget chief. Since taking office, Kirwan has effectively dealt with rapidly deteriorating state revenue and budget cuts. She has worked to find efficiencies and cost savings throughout state government while maintaining the state’s obligation to bondholders and commitment to long-term infrastructure investment. With more than 23 years of experience in state, local, and transportation finance, Kirwan is a recognized leader in government economics and budgeting. She previously spent more than 10 years managing the Department of Revenue’s Local Services department and served as chief of staff at A&F. Before joining the Governor’s cabinet in 2007, Kirwan served as chief financial officer for the Massachusetts Port Authority, where she led Logan Airport’s financial recovery in response to the events of 9/11, and reduced expenses by more than $70 million while preserving core services. A graduate of Harvard-Radcliffe and the Kennedy School of Government, Kirwan has been honored for her work in government by the Massachusetts Municipal Association and the Greater Boston Chamber’s Women’s Network.
